How to Vote by Mail — 4 Steps

Request your ballot
If you're in an all-mail state, skip this — your ballot comes automatically. Otherwise, request your absentee ballot through your state's portal or election office. Do this at least 2 weeks before the election to leave time for mailing.

Receive and fill it out
Your ballot arrives by mail. Fill it out at home following the instructions carefully. Some states require a witness signature or notarization — check the table below for your state's requirements.

Sign and seal the envelope
Sign the return envelope exactly as you signed your voter registration. Most states match your signature to your registration record. Missing or mismatched signatures are the #1 reason mail ballots get rejected.

Return it by the deadline
Mail it (postmarked by the deadline), drop it in an official drop box, or hand-deliver it to your election office. Don't wait — mail delays are real, and a late-arriving ballot won't be counted even if you mailed it on time in some states.
Tips to Make Sure Your Mail Ballot Counts
✍️ Sign exactly like your registration
Signature mismatch is the most common reason mail ballots get rejected. Sign the envelope the same way you signed your voter registration form.
📮 Use a drop box if you can
Drop boxes avoid mail delays entirely and are often available 24/7 at election offices and early voting sites. Check your state's drop box locations.
📅 Request early, return early
Request your ballot as soon as the window opens (often 45+ days before the election). Return it at least a week before the deadline to avoid mail delays.
🔍 Track your ballot
Most states offer a ballot tracking tool on the Secretary of State website. Check that your ballot was received and counted. If there's an issue (like a signature problem), many states let you fix it — but only if you catch it in time.

Frequently Asked Questions
What's the difference between absentee and mail-in voting?
They're essentially the same thing — both mean you vote from home. Some states use "absentee" for excuse-required voting and "mail-in" for no-excuse voting (like Pennsylvania's Act 77). In all-mail states, the ballot comes automatically. The practical difference is whether you need to request the ballot or it comes automatically.
Which states mail a ballot to every registered voter?
Eight states conduct all-mail elections: Oregon, Washington, Colorado, Utah, Hawaii, Nevada, Vermont, and California. If you're registered in one of these states, you'll receive a ballot in the mail automatically — no request needed.
Do I need an excuse to vote absentee in my state?
It depends. Most states offer no-excuse absentee voting — anyone can request a mail ballot. What if I request an absentee ballot but decide to vote in person?
Usually you can bring your unvoted mail ballot to the polling place and surrender it, or vote a provisional ballot if your mail ballot was already received. New York is an exception — you cannot vote in person AND by absentee. Always check your state's rules before going to the polls.
